how can i get my mom either a persian kitten or a sheltie puppy without her nowing im 11

im 11 i really need help my mom keeps saying that she wants either a persian kitten or a sheltie puppy. she keeps looking for one in the bulliten board im trying to find a place in United States West Virginia Starcity or morgantown. i live in star city right now im wanna try to find a shelter that is free adoption cuz i dont have any money. she would also accept a husky a border collie or even a collie. she dosent wanna get up at 4 in the morning so i told her i would. anyone tell me im 11 and wanna try to get my mom a sheltie, husky, a border collie , or even just a collie she really wants a persian cat though please help
